At their meeting on Nov. 19, the Conroe ISD Board of Trustees approved the solicitation of public or private pre-kindergarten partnerships, as required by House Bill 3.
Conroe ISD officials say parts of House Bill 3, passed by the 86th Texas Legislature, impacts how Texas public schools provide pre-kindergarten. One of the changes requires school districts for the 2019-2020 school year to change half-day pre-kindergarten programs to full day programs, unless a district requests, and is granted a waiver from the state. Districts can submit waiver requests to TEA (Texas Education Agency) starting in January 2020.
To be eligible for a waiver, a school district must demonstrate the need to construct classroom facilities to provide pre-kindergarten classes. To apply for an exemption, a school district must solicit and consider, during public meetings, proposals for partnerships with public and private entities regarding offering full-day prekindergarten for eligible four-year students, according to Conroe ISD officials.
Conroe ISD is inviting proposals for partnerships with public or private entities regarding required pre-kindergarten classes. Submissions must be complete and submitted by 8:00 a.m. on Monday, Dec. 9.
